After 911 the author of this blog post worked briefly with emergency management personnel at a county and state level. At that time there were big concerns about mass casualty events and how to deal with the clean up. One thing you don't want to do is have thousands of bodies laying around. At the time there were only limited resources for dealing with mass casualty clean up. So the below videos might be less nefarious than they seem.
That said, FEMA prepping for mass casualties ties in nicely with other conspiracy theories out there.
